A new scientific paper entitled “Discrepancies Between Regulation of E-Scooters Across the EU” has been published in Zbornik radova, Vol. 15, 2026. The paper was authored by Pija Soršak, Urška Arbeiter Kočevar, Dario Babić, and Tina Cvahte Ojsteršek.

The study provides a comparative analysis of e-scooter regulations across all 27 European Union Member States, focusing on five key regulatory areas: age restrictions, protective equipment requirements, speed limits, insurance, and registration.

The results reveal substantial differences between national regulatory approaches. None of the analysed areas is regulated uniformly throughout the EU, highlighting the current fragmentation of the legislative framework governing e-scooter use. Such differences may have implications for road safety, cross-border mobility, and the development of coherent micromobility policies.

As e-scooters become an increasingly important part of urban mobility, the study emphasizes the potential benefits of greater harmonization of regulatory approaches across the European Union. A more consistent legislative framework could support safer e-scooter use and contribute to their sustainable integration into European transport systems.
